The stairs are the neatest part of that building.

They had a dozen that were very similar to this, stairs to nowhere, seats facing the wrong direction, etc. who knows? I'll go check it out for you next week.

I'm going to bet that originally, there was going to be no walkway or a smaller one underneath the stairs.
Alternatively, the bottom stairs were originally for something else and they didn't bother to budget removing the useless section.
Either way, it looks stupid as hell. Though you gotta admire their commitment for safety with the guardrail on the end there.
