They are going to charge per 500 square foot if concrete pavement. They aren’t charging for your home’s square footage.
You have a paved drive you pay. You gave a patio, you pay. You pay for walks, , etc.
Now I understand you can google and see all that, but it’s not simple, its not easy if the property is wooded and it’s time consuming to do all that and document it.

All that is in the property tax records. I did tax appraisals. Any improvement to a vacant lot (house, driveway, sidewalk, shed, patio....) is documented on the property records and taxed as an improvement to the vacant lot.
How do you think they calculate your property tax?

I would consider a roof impermeable but if even by your standard of concrete then the foundation is concrete.
