When I taught, students who had an A in my class could skip the mid term/final (automatic A). This was for a number of reasons:
1) give motivation to students to work hard during the quarter/semester
2) reward them for their success if they did so
3) reduce my grading load
If they took the test, they got the grade.

Depends... good student? Always comes to class on time? Participates? I'd cut 'em a break, but I'm a bit of a softy when it comes to grading.
