Police reported Brown sits in the same spot off I-65 and becomes intoxicated until officers come and arrest him.

while he likely is intoxicated in public, what is he doing that caused him to get arrested?
If he's just sitting there drinking, let him be. That'll save time and resources.

The article reads like the cops are well aware of who he is and that he knows he shouldn't be drinking there.

I see this man almost every day on my way home from work. He sits in the grass near the Rosa L Parks on-ramp onto I-65 South. Same spot every day blankly staring at nothing, wasting his life away. I would suspect many people have tried to help him.
