4 year old falls out of moving bus in Arkansas

Tried searching the word "bus", but after 3 consecutive errors I decided to roll the dice and post it anyway.

I don't understand how they let one person be responsible for 30+ kids on a bus while they're paying attention to the road. All kinds of shite happens on those buses cause one person that has to pay attention to the road can't feasibly be responsible for that many kids behind them.
