What if I get behind the wheel of a car, impaired, but don't kill anyone?

What if I'm just minding my own business on a city street, high on drugs? Is that ok as long as I don't harm anyone? Maybe so.
But how do you stop me the minute I decide to get in a car and drive? Or do something else that can jeopardize the lives of others?
Like I said we should try to ban all drugs, including alcohol. It worked before, right?
Back in reality, prohibition doesn't work, and we live in a mostly free society. Mostly because you can still get pulled over for driving drunk/high.
We could also ban driving? That would cut down on the number of car accidents and drunk/drug driving deaths/year. Security has its price.

Ok, 21,00 people were arrested for having fake drugs that were perfectly legal
quote:My common sense tells me that all you know about this case you learned in 2 minutes from reading a college football forum for mildly retarded rednecks. You have no clue how many convictions were fraudulent.
It's called common sense

how much money did this end up costing the taxpayers, I wonder.
low guess 100K x 21,000 = $210 million USD
if they each get a million its billions.
