I believe it was a federal officer who recognized a bad guy he had dealt with before at the same time the bad guy recognized him on the elevator. They both drew simultaneously and emptied their guns without hitting each other.

Sounds like someone in the building snitched. Perp knows the call came from there, but he couldn't find out who, so he punishes them all.
