I'm sure there will be some form of outcry about the trooper taking a shot.

The Advocate story doesn't make a whole lot of sense. There have to be some key details missing.
Did the 13 y/o have a gun? Why did the trooper feel threatened enough to shoot? I wonder if he was drawing his weapon and had an accidental discharge. That would explain no follow-up shots. (Cops don't fire "warning" shots. They shoot to stop the threat.)
Even though he didn't hit the kid, the trooper still discharged his weapon. He'll have to answer for that to his superiors.

That’s a good point/question
Was the kid armed?
I bet it surprised the cop and he just reacted. Then saw it was a kid and thanked the Lord he missed.
