My first thought.
My second thought would be that if you caught and started to beat one of those POS down you'd probably get capped by one of their partners.
Those guys aren't working alone. If you catch one you'd probably get swarmed/shot.

A few did.
Seems like the vast majority of their targets are old or women. The guys they go for are not paying attention (headphones in) and they grab and run. The kid is probably 3 or 4 steps away by the time the guy realizes he just got got.
