That might have been the number of tickets sold because you are right, I did watch some of that game and people were spread out. I don't even know if each fan base had a certain section, but those small bowls really don't care all that much about ticket sells, they make their money from ESPN (well some bowls are on CBS sports and Fox).
Look at these numbers. Of course the smaller the bowl, the less amount of money, but the Sugar Bowl net assets are $55M and the CEO makes just over $800k. Not bad for being head of a game that is played once a year (I know they do some communitte bullshite, etc).
