The replay I saw didn't show the run up but that explains why Latt was so pissed after the call. But he has to be smarter, the majority of the the time it seems the penalty gets thrown against the reactor, not the instigator.

He flopped and he also hit Lattimore first.
He shouldn’t get suckered into it, but those calls should be reviewed
