exactly. no point in using the allotted time and potentially limiting our flexibility later

Opening the 21-day window does not mean he has to practice for 21 days or return within 21 days. It just means they can have him practice without counting against the roster for up to 21 days. They can activate him and play him at any point during those 21 days. If they don't activate it by the end of the window, he goes back on IR for the rest of the season
