Yes signing a guy that just spent several weeks with a division rival to the Practice Squad is definitely an indication that they do not like their 1st round pick

I think given the fact that Cousins is old and coming off a MAJOR injury, they did not want to risk injury to Penix. Penix himself also has a major injury history.

Saints cut him loose pretty early
Peterman was nothing more then a OTA body to have an extra arm to throw to receivers
He was actually with Raiders longer then Saints
He probably never got a saints playbook with new offense
