Is there a targeting rule in the NFL?

In college he would have been kicked out of the game for head to head contact.

Not only head to head. He also lowered his helmet to go helmet to helmet. It was fricking blatant.

Which makes replay review idiotic. We're selective about what gets reviewed, we make calls on the field so that certain things can be made reviewable, etc. It's an idiotic system.
With that said, this team sucks and this play will have no bearing on the game's outcome.

So it was literally the fricking definition of targeting by the NFL rules. Unfrickingbelievable.
And, they not only saw Chris Olave go down, he’s now out of the fricking game.

It was a bang bang play. I don’t think there was intent by the Bucs player, but by the rule it was a penalty. The evidence is Olave being evaluated for concussion.
