The NFL will get her arse in line along with any other Mayor or Governor on a power trip. They will use their billionaire owners, fortune 500 multibillion dollar sponsors, and every resource they have to ensure a football season happens with fans. Big money will step on these people and not think twice about it.

Many NFL stadiums aren't actually in the city but in suburbs, and I imagine those suburbs are MUCH more conservative than the cities themselves.
The NFL will have to do some diplomacy (ie money to grease pockets), have mandatory masks for all fans, disinfectant dispensers, etc, but they will be played with fans
