Yes, a team with a starting HOF QB, a veteran QB and one QB in-waiting with the the league's worst defense the past two years that can't stop the run or the pass or the run is going to take a QB at 12.

Loomis/Payton have been a personnel evaluation disaster lately, but even they haven't slipped this far.
