Honest question: Why is this not an incomplete pass?

Because he intended to throw a backwards pass to his RB. Not really a difficult one.

And his arm was not hit during the process which would enter the subjectivity of the rule.
Also, go look at that play with Goff and see if you can identify any Det player that was behind him. When intent is allowed to enter the rule book, they are able to make calls based on reasonableness.

Read the rule. If he starts his throw after the contact is initiated, all that matters is the direction of the ball's travel. The only time contact applies to the forward pass rule is if contact is made after the passer begins his passing motion. While that can be subjective, it was clear in this case that he had not and he intended to throw it backwards.

The word intent is not in the rulebook. And it IS possible he just retarded out after thinking of a downfield receiver he wanted to get the ball to.
Mostly it would be that the defender did not materially affect the path of the ball. In either case, the ball went backwards of the QB. Both are fumbles.
