The pending litigation is the reason why there has been no statement. Goodell knows that if those refs are deposed and testify truthfully, he could be going to federal prison.
This came from the top. It wasn't the refs who made the decision to ensure the desired outcome. They just carried out marching orders.
I'd wager that if all the facts were known, the scandal started with a mandate straight from Roger himself. He doesn't want that brought to light and possibly being criminally prosecuted as a result.
That is why the league hasn't so much as issued an empty apology and has thus far refrained from fining Gayle or Sean, both of whom made statements that should have resulted in a fine.
I wonder what other coaches and owners who have been fined for criticizing officials think of the fact that Goodell is putting his fingers in his ears and shouting, "I can't hear you!" (figuratively speaking) in response to Payton and Benson's remarks.

I hope they lose and the talk of the sports world is they had no business being there in the 1st place
