I think the argument for Carr is does he belong in Tier 3 or 4, and the bottom line is who gives a shite. I don't think anyone would argue that you can win with a lot of the guys in Tier 4, the debates would come with what order you want them. But, why would you rank QBs with huge question marks over those that "you can win with"?
IMO, Tua, Fields, Jones & Russ have way too many questions to have them in the same class as Rodgers & Stafford. Sure, the intrigue and flash is there (may not anymore for Russ), but the consistency has not been there for Tua, Fields or Jones.

Dak and Cousins are very clearly ahead of Fields, Jones, and Watson. There tier 3 and 4 are pretty poorly constructed. I get that Dak and Cousins haven't had the playoff success, but neither have those other guys. But those 2 have won a LOT more games.
