Except they kind of are. Payton said last night they were going to move up for Terrell or Kinlaw had they dropped another slot or two. And that was widely reported.
It was also reported they were going to go OL, DB and RB in the first round but it was likely going to be OL at 24 and low and behold they take Ruiz

37 is fricking early. And Payton said last night they had discussions on whether to use capital to trade up in the first or to save that capital for potential trade ups in Round 2. You obviously saw them stay at 24 so the logical conclusion is they’re going to be shipping off some 2021 picks to get a guy they still have a first round grade on. Apparently they had several left on their board (he mentioned that as well)
