No, actually there was very little he could do. The players have a CBA with very strict procedures for discipline. The coaches do not have a CBA and discipline has almost never been an issue for NFL coaches. At least not until this pussified modern NFL.

He could have at least talked about in the public. You didn't hear a peep from the guy the whole time before/during/after.

You do realize that Payton's penalty was contingent upon his positive behavior. If he spoke up in a negative/derogatory fashion he would be disciplined further. In essence it would be a kiss of death to bash the father ship.
