One of the best at drafting, but only has 169 draft picks in this window. 2nd fewest is the Jets with 185. And looks like the average is right under 210

It's an interesting chart. I don't love that some of the teams best players drafted were really only that great once they were with other teams, but if you're going just based on draft then sure. But Philip Rivers success for example had a lot to do with his development rather than being a hit for the Giants draft scouts necessarily
