It depends what rules are in place now vs what rules could be passed by the league.
I have a feeling that there would be a “Zion Rule” pushed through by small market teams regarding players withdrawing after the draft lottery.

Not sure, but someone close to him is going to game it out and break the news.
NY very likely gets Kyrie, Butler and/or Durant this offseason. LA probably gets someone like Harris or Walker.
The likely lottery teams next year are again going to be Cleveland, New Orleans, Memphis, Minnesota, Kings, Bulls, Atlanta. Odds are if he hates New Orleans he probably isn't going to increase his odds of a big market next draft.
And so far everything is empty speculation.

Yep! This is how you grow the NBA brand. Rig the lottery so you crush small market franchises to have teams that will live in perpetual inferiority to the "big market" teams. Not to mention the talks of the knicks trading the first pick for AD anyway which would again not allow a team to be built like San Antonio's dynasty was built.
The problem with this mentality is that TV and internet have shrunk the world and all markets are interchangeable from a branding perspective. Do you really think Zion won't be one of the most recognizable players in the world if he plays up to his potential in NOLA? What if he's a highlight reel and ROY and the Pels keep AD and ultimately end the Warriors dynasty? He'll be a freaking LEGEND in NOLA and across all of the NBA!!!
Until Durant pulled the rug out on OKC, they were primed to compete with GSW for years in the West. The bitch move is running from a challenge because you're scared you can't beat it. Now the NBA has been predetermined for 3 years, and even with an injured Durant and the talent of Giannis, it's mostly boring because still nobody can compete with the Warriors like OKC did with Durant and Westbrook or Cleveland did with LeBron and Kyrie!
I don't think Zion will run from a challenge!!! And I hope AD comes back down to earth and realizes the potential RIGHT HERE in NOLA!!!

Keep in mind that the Bucks won the most games in the league this season IIRC and are primed to go to the finals.
If you had to have a poster child for "small market team", it would be them. And they're fricking pulling it off with Giannis, a star who has them winning and who wants to stay there.

If Giannis not only wins the MVP but the Bucs up-end the Warriors, it'll be a win for the NBA and fans in small markets, but selfishly, I want AD to stay and Zion to join him and the Pels be the ones to do it. This is almost EXACTLY how the Spurs dynasty was started with Robinson and Duncan then adding the talent around them! It's so short-sighted of AD to make himself look like a beta type guy and wanna run to LeBron or to a franchise that promises him the same shite the Pels have right now with the likely addition of Zion and another really good player in Jrue. The Pels would immediately become one of the most attractive franchises for free agents that fit the needs.

The irony of the situation could be that AD being a bitch yet not getting traded ended up creating the situation where he could succeed.
If he plays out the season without demanding a trade, the team goes all in on making the playoffs, meaning they send assets out for more players rather than sending players out for assets like they did with Niko.
If they are buyers rather than sellers, they don't hire Griffin, they don't start doing a total overhaul of the team culture and the front office, and they don't win Zion in the lottery.

Crazy shite, but I really do hope he has a change of heart and it works for NOLA and AD for selfish reasons as fan and also because he had handled himself well until this past year when LeBron and his agent started trying to sell him on LAL.
He just needs to show some humility, thank the basketball gods and accept his new blessings!
