It’s pretty much Chris C But in the spirit of the thread I’ll name a guy that I don’t even like his band:

Paul Rodgers. Also, a guy who doesn't get enough credit.. not a "technically" great voice I suppose, but so great at phrasing and nuance, David Gilmour.

He's definitely my choice as well. As much as I love Led Zeppelin, and Robert Plant was an incredible front man...I sometimes wonder how that band would have sounded with Rogers at the microphone.

But I think Chris Cornell for me, like the first response to your question.
I did see Soundgarden live (in the PMAC), they opened for GNR when touring for Badmotorfinger. Even though the sound for them was crappy, I was blown away.
ETA: Did not think of female vocalist until I saw another post with Ann Wilson. She had an amazing voice. I would also add that I love Chrissie Hynde's voice as well. Just that sexy sultry voice. It's not that it's great or has the range and power of Ann Wilson, just that it drips that sexiness to me. Man that sounds creepy doesn't it
