What musical instrument is playing on this television show?

I was at my dad's house and he was watching Dragnet 1967. The two cops go into a Nazi's house and this scary music starts to play. I couldn't figure out what musical instrument was playing.

My guess was a French Horn, but I am not sure that is correct.

My guess is a few trombones w/mutes sliding in unison. Not ruling synth out-though analogs were monophonic in those days but you can clearly hear brass in there.
