The laughing guy was Peter Watts, Pink Floyd's road manager. His wife, was responsible for the lines about the "geezer" who was "cruisin' for a bruisin'".

They interviewed a bunch of people around the studio and people close to the band to get the sound bytes for those spoken parts. One of the people they interviewed whose lines didn't make the album was Paul McCartney.

I have a hard time understanding lyrics sometimes. It's funny because I max out the hearing tests on frequency and loudness.
