Practically everyone says it. Well, that's not true. People who have listened to both Tupac and Biggie extensively generally say it.
I think Tupac is talented, don't misunderstand me, but his legacy has certainly benefited from his untimely demise and the subsequent mystery surrounding his death. That being said, Biggie was every bit as talented, and likely even more talented, and has some mind-blowing tracks to his credit.
