The wheeze noise that was so popular in 80's and 90's black folk music?

What happened to it? And why was it so popular anyway? here is an example. But it is also in many, many, more songs. Janet Jackson loved the wheeze. Kinda sounds like a yearling deer blowing or something.

I guess, but wasn't TB around way before the 80s? I think people had it as far back as the 60s.

Oh, my bad. It's Rob Base "It Takes Two". Or you can grab 3-4 black folk songs from that era and chances are good you'll hear the wheeze I'm talkin about.

What part is the "wheeze"?

Also this track was sampled by at least five other hits.
