I don't know about Soul ranking...but there has never been a purer voice recorded than Sam Cooke. Bring it On Home and A Change is Gonna Come are two examples of his incredible pipes.

Let's get the easy one out of the way - "influence" wise and as a performer - James Brown is head and shoulders above the other 2.
From a voice standpoint, I prefer Cooke to the other 2 - and if I could sing like any person, living or dead, it would be Elvis Presley or Sam Cooke.
Otis died so young - just months short (okay, 9 months) of the 27 Club - maybe the best songwriter, arranger and producer of the 3.
And despite their relatively early deaths and smaller catalogue, both Cooke (particularly on singers) and Redding (more broadly to many types of musicians) remain tremendously influential over the years.
JB had the least pleasant voice of the three, but it is one of those things - I don't want to hear anybody else do James' songs, but that goes double for Redding and triple for Cooke.
