One of them is the inspiration for Dr. Rockso. That alone should make the choice clear.

The two singers, along with the general way rock music changed in the mid-80s, participated in two different sounding versions of Van Halen, respectively.
Van Halen was much more of a classic hard rock n' roll band in the late 70s and early 80s, in the vein of bands such as Aerosmith. In the late 80s and early 90s, it seemed the band consciously took on more of a synth-pop sound while retaining certain signature elements of their original signature sound.
I think both singers fit their time-periods with the band perfectly. However, I think Sammy singing with the band during the first half of its career would have sounded great. I don't think DLR would've "fit" with the musical style that Eddie moved toward in the late 80s, and began to move toward with "1984."
They both served their time periods in the band well, and it almost worked out perfectly, for my taste, when Sammy came in.
Hard to pick one or the other, but while DLR is Van Halen and the face of his era of hard rock, Sammy is a more talented singer and musician.
