So ranking Kid A as one of the greatest 2 or 3 albums of all time and OK Computer as top 10 all time is not overrating them?

That is your subjective opinion. Just like any "list" is someone's(or a group's) opinion. The only way to really quantify and validate opinions like these is to take in account how influential the album was to music in general, and how many people positively received the album at the time it was released, and over the span of time. Both of albums you mentioned check those boxes.
