Too close to call for me.
Satch is probably just a wee bit better than EJ (but we're talking the slightest difference), but EJ I think, for sure, is a significantly more versatile player.
Cliffs of Dover, IIRC, was built upon a warm up exercise piece (sort of like GnR's Sweet Child of Mine was - I think both were string skipping exercises), and Johnson says it is the only thing he ever did his mother liked.

Didn’t know that about cliffs being warmup initially, dust in the wind as well. Good stuff about mom

If you missed it, Johnson plays a little lead on the soft rock masterpiece, Christopher Cross.
Specifically Minstrel Gigolo
That's almost certainly the first thing I heard/noticed by him, decades before I knew who the heck he was. (Larry Carlton, Jay Graydon and Cross himself play the other solos on that album, but this is my favorite - great sax by Tomás Ramírez on Minstrel Gigolo as well.)

A more apt comparison with the groove of the song would be Always With Me to Manhattan by EJ
Manhattan G3 Live is one of the best live guitar tracks ever, puts the album version to shame. Satch also puts a little extra in his live performances too.
Tough to call. I love to play and listen to both.
