If so, would you consider him at his best during CSNY, with Crazy Horse, or during the Harvest Moon years?

Springfield!
I like CSNY stuff the best but I'm probably in the minority

His CSNY and Crazy Horse years intertwined in the early '70s. Everybody Knows This Is Nowhere (with Crazy Horse) is one of my favorite albums of all time, chiefly because of the two epic jams in "Down by the River" and "Cowgirl in the Sand." Also really enjoy the other albums with Crazy Horse like Rust Never Sleeps , Ragged Glory , and the live stuff like Weld , Live Rust , and especially Live at Fillmore East 1970 .
For as short-lived as CSNY was, they put out some good stuff. Deja Vu is good and 4 Way Street has some shredding from Young and Stills.
I never listen to Harvest Moon . I much prefer its predecessor Harvest . My favorite folky Neil Young though is On The Beach , which is one hell of an album. Harvest does have that killer trio of FM hits in "Old Man" , "Heart of Gold" , and "The Needle and the Damage Done."
Last year's release Psychedelic Pill with Crazy Horse was pretty unbelievable for guys that age. Some very lengthy guitar workouts on that one.

I do love most of CSNY's stuff. "Helpless" is such a brilliantly beautiful song.

Crazy Horse
I love all their old stuff
Also, Americana and Psychedelic Pill were both top notch albums

Harvest was the album that got me interested in music that didn't suck when I was younger.

Difficult to ascertain "best" with Neil Young. Some differing styles throughout his career all worth a regular listen. His brief works with CSNY are some of my favorite.
