Not an Emperor per se but when he became dictator he definitely was sort of a proto-emperor.
Fascinating character. From his early impoverished days to his time as an aid to and then rival of Marius to his reign of terror as dictator to his giving it up voluntarily once he had installed the conservative elements of the Senate in what (he thought) was a secure position to his retirement to a late life of really heavy partying and bi-sexual orgy-ing to his death which I think legend has it had him infested by worms or something.

Killed three women to obtain enough money to sit in the Senate. Aide to Marius. Captured jugurtha. Won Italian civil war. First Roman to March on Rome and drove out Marius. Went to greece and beat mithradates while cut off from home support due to an overthrow of the government and purge. Came home and won another Civil war. Instituted his own purge. Retired and died of disease or natural causes. Most feared Roman for centuries, even more than Caesar.

Sulla is one of the few Romans who could've beaten Caesar. Marius is another.

Gore Vidal wrote an excellent novel about Julian the Apostate, the last pagan emperor.
Vidal claimed he did not intend for it to be any sort of metaphor for the end of western civilization, though these days it's hard not to see it that way.

It's an interesting debate, but one which I doubt can ever been definitively settled comparing great generals from different eras if they had met in their primes.
Marius and Sulla were sort of contemporaries but not precisely. Marius was really on the downslide, at first physically and then mentally (I think he was pretty much bat shite crazy at the very end) when Sulla beat him.
And I think Ceasar was no more than a child or very young man when those two were kicking.

A great movie would have a strong and powerful story/conflict, building to a climax... and then it's done. You don't really care what happens before or afterwards that much, it's a moment in time.
A series requires multiple conflicts spread over time to keep you engaged. Can't have one that is so huge that the others are outdone by it, or else the seasons would suffer. Needs some continual minor events happening, to carry it out over time.
Not sure which Roman emperors lend themselves to long-term, vs a short but epic story, offhand.

Should be a long series on Sulla until Gaius Octavius victory parade in Rome after defeating Mark Anthony.
The series should have all the players in it, even down to the person (Decimus Brutus, an outstanding general in Gallic war) who got Julius to go to the senate on the Ides of March.

Vespasian would make for an interesting story, a general in the 2nd invasion of England to Emperor of Rome after being sent into a semi exile by Nero.

If they went this route, they'd have a ready made narrative source (in addition to the historical sources) in Colleen McCollough's Masters of Rome book series. I'd rather them start from the beginning of that - with Marius and the older Ceasar family and maybe go to Sulla sparing young Julius Ceasar from the proscriptions or Ceasar and the pirates or something like that. There is plenty stuff on later Ceasar already but they would be set up for a sequel series if the first one was huge.
