Wasn't the hard deck 10k feet?

They are constantly showing the jets flying below that. This whole movie is bullshite

I believe they can fly below it, but aren't allowed to engage below 10k. Been a long time.

Correct. They make a big deal in the movie about Jester diving below the hard deck on purpose and Maverick having to shoot him first. Then he assessed the situation and shot him anyway

It is not considered engaging.
The idea of the hard deck is to make sure the pilots "get the kill" in open air. A True dog fight.
One can tail another below the hard deck,stay within striking distance, but it is not "game on" until they are back above 10k feet.
It is also a safety factor.below 10k feet the chasee can safely fly near the mountains. Not be worried about being shot down.
