1) I assume we are strictly talking about the films?

2) There are two fields here: Saber skills and Force Skills, that make a Jedi a Jedi. In those terms:

Saber Skills:
1 - Mace Windu
2 - Obi Wan
3 - Darth Maul
4 - Yoda
5 - Anakin

Force Skills
1 - Emperor
2 - Yoda
3 - Vader
4 - Dooku
5 - Mace Windu

Probably Mace overall. And no, he beat the empreor straight up. The Emperor had no idea Anakin was coming.

From my past nerdness, I seem to remember that Mace Windu had mastered a saber style that was considered Sith style and dangerous to use.

bullshite. He knows Anakin told them about him. He knows Anakin wants to help. Palpatine kills 3 Jedi in a few seconds and doesn't even take a swipe at Mace?

He NEEDED Anakin to help defeat Mace so that he would turn. Palpatine had complete control of that battle until suddenly right before Anakin ran in. He could easily sense Anakin coming. If you truly believe that he just got beat, then you completely missed the entire point of the whole scene.

I have a hard time believing the emperor was so powrful that he acted like he was losing the fight in order to turn Vader.

1. It puts him in a situation to die and lose all he worked for if he miscalculates ad anakin decides not to save.

2. If you believe that the emperor was in total control of the fight, could have killed mace at anytime(even when he lost his lightsaber), and he knew for sure anakin would turn to the darkside in this situation...then the emperor would have destroyed yoda utterly in their fight.

Yea, th books take a few liberties with force powers that Lucas didn't really want to touch in the films, so it is hard to really compare them.

Eh There's a fine line between "Just in the films" or not.

Do we use JUST what was shown in the films, Then clearly the Emperor. Are we talking, Characters in the films and everything that is written about them? Then Probably Luke. Or are we talking in the whole universe?

They I look at it, Obi Wan actually became part of the Force as opposed to someone who manipulates it

Lucas said himself that Vader was at 80% the power of the Emperor. In the books, this was the Emperor's intent

The Sith tradition would be to kill your master. That is why the Emperor did this and one of the many reasons he had clone bodies.

The Emperor was extremely powerful. As far as Anakin's midi-chlorians, he definitely had the most potential. I think the whole "Anakin would bring balance to the force" is a bit misunderstood. Many think that prophecy is wrong because he went to the dark side. In the end he killed the emperor and fathered Luke and Leia.

He had foreseen it for starters. If he just killed Mace, Anakin would not of turned. There is not debating that. That final conflict within of whether to stay with the Jedi or save the man that could help him save Padme is what sent him over the edge.

No, Yoda is more powerful than Mace, no question.

Let's just assume the OP meant the films for the purpose of discussion then. Because if we included Jacen Solo shite would get real

I also wonder where Qui Gon was as far as control of the force. Obviously he wasn't the best with a saber. You really don't get to see how far along he was as a master.

Move Yoda to 1. Obi Wan admitted he was the best.

Obi-Wan: "If you'd spend as much time working on your saber skills as you do on your wit, you would rival Master Yoda as a swordsman."
Anakin: "I thought I already did."
Obi-Wan: "Only in your mind, my very young apprentice."

Nice spin-off question though

Who was the best fighter pilot in the universe?

I'm going with Wedge FTW

The fact that there can only be two Sith was a big part of the end of ESB and all of RoTJ.

Vader and the Emporer were competing for Luke.

Yup. One of the Sith's greatest strengths and greatest weaknesses.
