The show does create right wing villains for th administration. For example, Freedom Watch and Rep. Gibson. It's kind of a necessity for a show about a Dem administration

The show does focus some on the obstructionism and harms of left wing purists.

But there are multiple protagonists on the right: Cliff Calley, Ainsley Hayes, Joe Quincy. They choose public service and doing the right thing over partisanship. Even Vinick is a somewhat sympathetic figure during the later seasons. He comes off as reasonable and intelligent, but is torn between doing what he believes and what his base wants.

TL;DR: think broadly the show calls out partisanship and ideologues.
