I did too at first after last week's episode, but then I figured it is Wally for earth 2 (look at the picture I posted a page or 2 back).
But I figured that the guy that traveled to earth 1 wasn't the real Jay. He's probably some sort of shape shifting meta, and that is why he didn't have the speed force.
ETA: Or I guess the first Jay could from another earth, but that wouldn't explain why he didn't have the speed force, or why he was lying to Barry and the gang.
