I wondered if I could even enjoy shows like Arrow and Flash the way I used to if they were airing now going up against shows like Loki and Invincible. The difference in budget is obvious.

Superman and Lois is worth watching. And yes, there is a noticeable difference in the level and amount of special effects but the story so far has been quite good.

I've enjoyed that show, and yes, I think you can still watch a CW-level show and like it, after watching others.

Invincible is animated, that doesn't even move the needle on live-action stuff.

Yes, Loki clearly has a bigger budget. And I suspect The Boys (maybe that's what you meant, instead of Invincible?) does too.
But Superman and Lois kinda pick and choose when to toss in the effects. A lot of the show is home in street clothes, and sometimes the superpower shown is hearing (don't need anything), sometimes it's heat vision (minimal CGI- a glow overlay, something burning). They do occasionally go with the full powerset, but since they've saved up they can afford to do it decently... I'd say it's at least believable, if not spectacular.
