It would also explain why Hawkins is "cursed". Instead of the upside down being a part of the entire world, it's really just Hawkins. All of this is happening because of El, and there's actually a revenge factor involved.

Hawkins is cursed because 11 opened the portal there
I do agree with everyone else that the Vecna connection to 11 is much more interesting than the Mind Flayer at this point though. Hopefully they’ll figure out a good way to tie the Mind Flayer back in
