Correct.
I think he feels there is real value to their talent being a relatively small group, and surviving this long in the ZA. Not to mention they took out a fortified stronghold of Negan's with many more of his men defending it.
He sees real value in keeping them as "workers" that he had to convert to following him by intimidation - see: Abe and Glenn and what he did to Rick in front of everyone.
In the end it's an ego thing.
