I’m confused on how they pick who gets to draw from the veto bucket to pick players. If the HOH & all three nominees get to draw that would be too many players.

Exactly. It hasn't made sense to evict her yet, and for very good reasoning each time. But you can't explain that to people who have their minds made up that everything is a conspiracy.
This certainly hasn't been the best season by any means, but there are plenty of people trying to play the game (even though most of them are doing it poorly).
Tucker played 100 mph. He was going to go home the first chance they had with him sitting on the block.
TKor/Kimo literally flipped the game. Their decisions after that point have been piss poor, but they are playing.
Quinn is playing his arse off. Again, not very well, but he's playing.
Chelcie is probably playing the best game up to this point.
MJ and Leah at least want to play, they are just stuck on an island with nowhere to go.
Joseph is kind of the only real floater.

I dont think shes a plant or there's a conspiracy, I just find her behavior so insane and infuriating that if I were in the house, I'd be doing everything I could to get rid of her just for my own sanity.

Yeah I totally get that.
I just think the thinking will always be, she's not going to win a comp with a shred of physicality. She's not going to have a good chance if she has to completely use her brain. Sure she may luck a way into some wins here or there, but she is not much of a threat at all to go on some big run.
Then let's say one side has her on the block, and she's sitting next to a person that's clearly on another side of the house (or that's clearly a threat to win something). The talk will always turn to why would we take Angela out right now, when we can weaken the other side?
That's why I said, she's going to have to go off the rails to the point where the entire house just says screw it, we have to get her out. Or there is a week where the side in control doesn't have the majority of the votes, yet they are still dumb enough to put Angela on the block. Then she becomes the low hanging fruit and gets evicted.
Part of me can't wait till she does, for the reasons you listed. Another part of me is in no rush, cause she's providing some decent melts.

She's directly tried to destroy Quinn's game on multiple occasions though. He is one of the only ones left that has a legit game reason to try to get her out. She's pretty much destroyed everybody in her path (Matt/Tucker) except for Quinn.

Depending on who wins HOH this week the girls may steamroll the rest of the season.
Rubina has wanted an all girls alliance since week one but she got distracted by Tucker. Now she and T’kor have started pushing that again. They have Chelsea onboard and MJ/Leah have both expressed interest. Again, it all depends on the outcome of this week but it’s def a possibility.

I'd like to see the attempt at this playing out.

Angela is on board but she's promised Leah she would vote with her so it may depend on that.
Assuming Joseph doesn't win the AI Arena MJ and Chelsie both seem on board with voting him out. They want to do the all girls thing with Rubina and they both believe Kimo wouldn't put them up right now but Joseph will.

Is Leah the hottest house guest in BB history?
And how has she stayed away from a showmance this season? Maybe her and Cedric would have had one if he stayed. She seemed pretty upset when he left.
Also love how she keeps kicking Quinn in the sack every time he tries to holler at her. The whole handholding thing and sneaking a waist high hug on Leah pretending to beg for her to keep noms the same might have been the most cringe thing i've ever seen on this show.
