Correct me if I'm wrong but I thought the point was keep Jon Snow safe? Robert was clearly paranoid of any heir that might have a claim to his throne...especially with Snow being the child the woman he loved had with another man.

Usually this is an example of poor writing. I hate when they do it in a show and draw it out over a season or two
