hearing:
A. There was a woman sitting on the parole board
B. The hearings supervisor said 'please sit down' to Redd as he walked in. At his previous two parole hearings, in 1957 and 1947, the then supervisors said "sit down",and "sit" respectively.
C. Obviously his speech that helped him get paroled.
The year of Redd's last parole hearing?
1967 (the year after Andy escaped), because
it had been mentioned that Redd had 'served 40 years of a life sentence'), and had been also
been mentioned that, in his 1947 hearing (the year Andy came to Shawshank) 'you've served 20
years of a life sentence."

I am not sure if the answer is right either, but the guy you are thinking of is William Sadler.
Fun facts about him:
He was the Grim Reaper in Bill & Teds Bogus Journey.
He was the father of the murdered little girls in The Green Mile.
He was also the Colonel in Die Hard 2, as well as Senator Vernon Trent in Hard to Kill. You know, the guy that Seagal was going to take to the "Blood Bank".
