While I don't agree with this, I understand this part of it. The movie is ostensibly about the skim, specifically the Argent scandal (all of the mobbed up casinos had their version of it - Casino involves the Chicago outfit's slice). But, the genesis of the film was a small news article Pileggi sent to Marty about the front lawn rant that made it into the papers.
Ultimately, the film is about the flawed character and personal lives of mobsters and how that influences their business success/failure.

Again, I won't go that far, but I understand this sentiment. There probably is a little bit of Stone kind of upstaging Deniro and Pesci and people weren't expecting that. Similar to Pesci in Goodfellas overshadowing Liotta and Deniro.
