Movie line identification: "Times are changing..." (in subtitles)

Trying to identify where this line canme from.
I think the line was either in Japanese or French or another common foreign language in the film and the person says (subtitled)
"Times are changing" or "Things are changing" or something similar.
Feels like it's also at the end of a film and then the music hits.
I can't place where it came from.
