Michael turned into Omar, thats not tragic. Tragic was the dirty kid turning into Bubbles.

Tht's what tragedy is. Being undone by our hubris. Sobotka's walk to meet the gangsters at the end of the penultimate episode of Season 2 is perhaps the best moment of the show.
season 2 is the best season of the show, mainly b/c of frank
i still think michael, who started as an innocent, fell further. he ended up as a murderer and then stickup boy

dookie's arc was sad no doubt, but he didn't show the potential that mike showed to get out

John Locke... Easily.
John was my first thought as well but there are probably better examples.

I disagree with Michael. He was always a kilelr, and enver an innocent. He had a code, but he wouldn't take the money early on because he conciously stood outside the game, learning the rules.
I think he had a great arc, but I don't think he ever had a chance to get out.

I'd argue that Randy, snitch or not, was a good kid. The fact that he lost his whole sense of belonging for eyeballing a murder(the right thing to do). He was a "porch" child (reference from the show as in a kid who would stay on the porch after school, opposed to corner child one who'd run the streets). He is the kid who touched the stove and got burned. When Carter dropped him off it was the saddest thing in a sad season. In fact Randy's plight changed the character arc of Carter-once shown as a dirty, slimy, untrustworthy cop to a caring selfless law officer.
second place : Larry David.

Definitely Randy and Dookie as everyone mentioned. Randy was a good kid, but just got peer pressured into doing things. The scene where Carver walks him in to the home, comes out and beats the hell out of his steering wheel always gets to me. And of course, when Dookie gets dropped off by Michael. His was so tragic cause there's a couple episodes there where he looks like he may make something of himself in school, but drops out when he doesn't have Prezbo's direct support and supervision.
And also the Strike Team from The Shield. The whole team is so confident they can get away with all they've done and in the end, they all end up in horrible situations. One of the most depressing series finales I've ever watched.
