all Gunn says is that the event will be teased in Peacemaker. He didn't say that Peacemaker would be a critical part of the narrative. It could be something as simple as PM's 3 second cameo in Superman.

It might be as simple as someone saying Amanda Waller is setting up a program to boost the Suicide Squad so they can neutralize metahumans. You could enjoy an Absolute Power movie in 2029 even if you didn't see this little scene.
