Read my post above. Technically she is older because she was born first. But she floated around space in suspended animation, and didn't age for the whole time Clark was growing up on earth. So mentally and physically she is younger than Clark, but she was actually born before he was.
That is the common canon for her back story.

Or her original origin... Her city was able to escape the death of Krypton (for a few decades at least) and when her people were faced with a later catastrophe, her parents sent her to Earth.
