Oh BS. Peggy is annoying but that doesn't remotely describe her. She is conceited for no apparent reason but not even remotely mean spirited.
Per the list, it is pretty hard to be both stupid and manipulative. So you can't have both. I don't think she is stupid. I mean she does have that award for substitute teacher of the year.
Also wouldn't call her overly selfish. Heck, she seems almost generous compared to real life women.

She simply isn't even in the competition with Sherry, Betty, Skylar, Janice or Livia. Those people are mean spirited and selfish.
Would Peggy hit bobby? Betty thinks a little arse whipping is good parenting.
